Historical Background

It is important to analyze the historical background in an introduction of Panduwasnuwara Divisional Secretariat -West situated in Panduwasnuwara electorate, Kurunegala District, North-Western Province. Accordingly, the historically world famous Panduwasnuwara city is situated centered to the domain of our Divisional Secretariat. There are two ideologies in relation to the historical importance of the Panduwasnuwara kingdom. According to one it is said that Pandukabhaya or Panduwasdew who came to sovereignty after the king Vijaya, the beginner of Sinhala Rajawali, established his kingdom here around A.D. 414. It is this historical city which becomes the background for the love story of Unmada Chithra and Digha Gamini. The places that have been identified as the ruins of the palace of the king and the ivory tower are now maintained as archeological tombs.



According to Senarath Paranavithana, the king Maha Parakkramabahu who brought the country under one flag being in Polonnaruwa kingdom established his kingdom in Panduwasnuwara during which time he acted as the sub king. Hence, the ruins which can now be seen in the Panduwasnuwara premises are said to be the remainings of his palace and the other administrative and religious constructions.


Administrative Background

The beginning of the administrative activities of the Panduwasnuwara city bearing such a historical value is mentioned after 60’ decade. According to that, Hettipola Divisional Tax Officer/Divisional Assistant Government Agent (AGA) starts its administrative activities with four korales as follows:

Angamuwa Koralaya

Baladora Koralaya

But, Panduuwasnuwara new electorate was established in 1977 before the general election according to the recommendation of the commission that was on deciding the parliamentary electorate divisions. A new divisional secretariat was started in Kobeigane as Baladora Koralaya was annexed to the Nikaweratiya electorate. After that Hettipola Divisional Secretariat was limited to the Panduwasnuwara electorate and it was called Panduwasnuwara Divisional Secretariat. It did the administration with five koralaya as mentioned below, 103 Grama Niladari divisionas and a sub office in Katupotha.

Panduwasnuwara Divisional Secretariat was established according to the decentralization of administration in 1990. Grama Niladari divisions were limited to 78 since some were allocated to Wariyapola Divisional Secretariat and to the Divisional Secretariat maintained as a sub office in Katupotha. With the establishment of Divisional Secretariat-East in Mavee-Ela, this division was named as Panduwasnuwara Divisional Secretariat-West. The number of Grama Niladari divisions were reduced to 64. But in 2013, three Grama Niladhari divisons prior belongs to the Panduwasnuwara- East Divisional Secretariat , again came under the perview of this Divisional Secratariat.

Panduwasnuwara -West  Divisional Secretariat with 172 km is bounded by Kobeigane and Wariyapala Divisional secretariats in north , Kuliyapitiya -West  Divisional Secretariat in south ,Panduwasnuwara -  East  Divisional Secretariat in east and Bingiriya Divisional Secretariat in west. the two streams Kolamunu oya  and Bjgamuwa Oya through the division  fertilizing the paddy fields.
